--To change sounds on your computer--

Unzip the downloaded folder.

Open Sounds by right-clicking on your volume control in the notification area near the clock.

Choose a Program Event that you want to replace with a new sound.

Click browse and go to the folder that you unzipped and choose the .wav file you want to use.

To change the Windows Login sound, Select Windows Logon and check the box "Play Windows Startup Sound". 

If Windows Logon does not appear in the list, open Regedit 

Go to Computer\HKEY_CURRENT_USER\AppEvents\EventLabels\WindowsLogon

Double-click on the registry file named ExcludefromCPL

Change the Value data to 0. Leave every other option as is and select OK to proceed.

To do the same for Windows Logoff...

Computer\HKEY_CURRENT_USER\AppEvents\EventLabels\WindowsLogoff

Double-click on the registry file named ExcludefromCPL.

If the Value data is set to 1, change it to 0 and select OK.
